Budget Overviews

The major part of the state public school appropriation goes to local school districts school equalization guarantee monies.  That appropriation, contained in the General Appropriations Act (know as House Bill 2), funds the basic operations of school districts.  The various proposals currently under consideration are summarized below:

House Bill 3 after action by the House Education Committee
Dollar Increase of FY)$ Appropriation         $191,564,600
Percent Increase                                                9.7%
Salary increase recommendation is an average 6% for all school employees, except an 9.5% increase for educational assistants.

The New Mexico Education Partners and NEA-New Mexico have recommended:
Dollar Increase Over FY 04 Appropriation  $256,000,000
Percent Increase                                               13.0%
Salary increase recommendation is 8% average for all school employee categories

The Legislative Education Study Committee has Recommended:
Dollar Increase Over FY 04 Appropriation     $219,849,200
Percentage Increase                                             11.2%
Salary Increase Recommendation is 6% average for all school employee

Governor Richardson has Recommended:
Dollar Increase Over FY06 Appropriation       $166,283,500
Percentage Increase                                              8.5%
Salary Increase Recommendation is 6% average for teachers, educational assistants, and other licensed professionals and 4% average for all other school employees

The Legislative Finance Committee has Recommended:
Dollar Increase Over FY06 Appropriation       $165,837,600
Percent Increase                                               7.9%
Salary increase recommendation is 4.5% average for all school employees, except 9.5% for educational assistants
